The existence of nuclear weapons represents one of the most significant threats to global security. In response, the international community has constructed a complex and multifaceted system of treaties, agreements, organizations, and national policies known as the nuclear non-proliferation regime. This regime is the cornerstone of global efforts to prevent the spread of nuclear weapons, to promote cooperation in the peaceful uses of nuclear energy, and to further the goal of nuclear disarmament.
This course offers a comprehensive exploration of this critical international framework. Participants will delve into the history, legal foundations, key institutions, and enduring challenges of the regime. Through an analysis of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the safeguards system of the International Atomic Energy Agency (IAEA), and various multilateral agreements and national controls, this course provides the essential knowledge to understand one of the most important areas of international security and diplomacy.
Upon successful completion of this course, participants will be able to:
-
Analyze the structure, provisions, and political bargains of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).
-
Evaluate the role and function of the International Atomic Energy Agency (IAEA) in verifying compliance with non-proliferation commitments through its safeguards system.
-
Differentiate between the various components of the regime, including export control groups (e.g., NSG, Zangger Committee), nuclear-weapon-free zones, and bilateral arms control agreements.
-
Assess the major challenges to the regime, including cases of non-compliance, the problem of states outside the NPT, and the proliferation of sensitive nuclear technologies.
-
Critically examine the ongoing tensions between the three pillars of the NPT: non-proliferation, disarmament, and the peaceful uses of nuclear energy.
-
Formulate informed perspectives on current debates and the future of the non-proliferation regime.
